OREANDA-NEWS. April 10, 2014. Deputy Head of the Department of the Federal Antimonopoly Service (FAS Russia) for Control over Fuel-and-Energy Complex, Darya Savina, addressed the VI International Conference – “Gasolines 2014”.

The Conference was organized as part of “2014 Fuel Week”, the purpose of which was to bring together on the single platform representatives of all major market players: specialized ministries, representatives of the largest global and Russian oil companies, oil-refining holdings, producers and suppliers of fuel components, research institutes and engineering companies.

Considerable attention at the Conference was paid to the issues of timely supplies of quality products to the fuel market, modernization of oil refining capacities, development of the mechanisms of exchange trading and registration of off-exchange contracts with oil and oil products, as well as a long-term system of taxation in the oil industry.

Ms. Savina made a report on “Antimonopoly Regulation and Control over the Market of Oil Products in the Russian Federation”, where she outlined the findings of a survey of the state of competition on the markets of oil and oil products, the main changes in the antimonopoly law and the measures towards developing exchange trading and registration of off-exchange contracts with oil and oil products.

Darya Savina also discussed developing the practice of “model policies” of oil companies in order to increase industry information transparency. “TNK-BP Holding” OJSC, “Bashneft” OJSC, “Gazprom Neft” OJSC and “LUKOIL” OJSC have already drafted and agreed their trading practices with FAS Russia. We hope that these documents and the companies’ enforcement practices shall become an important step in establishing civilized, non-discriminatory conditions on the markets of oil and oil products in the Russian Federation”, pointed out Ms. Savina.
