OREANDA-NEWS. April 08, 2014. Government of the Republic of Kazakhstan adopted a resolution on amendments and additions to the program "Affordable Housing - 2020".

In general, the changes and additions are aimed at improving the mechanism for implementation of housing in the Programme and its price parameters.

According to them, the list of participants of the program is formed by the following groups: I group – local executive bodies on the waiting list (orphans, socially vulnerable groups of the population, civil service employees, budget organizations workers, etc.); II group - all categories of persons, including the priority categories of persons in "Housing JSC "Kazakhstan Mortgage Company" (employees of state legal entities, non-governmental organizations of any form of property carrying out activities in the social sphere); III group - young families (in accordance with the Law "On Youth Policy").

Thus local executive bodies (LEB) on the waiting list have an opportunity to participate in the directions of the Program "Housing for all categories of the population", "Housing JSC "Kazakhstan Mortgage Company", "Housing JSC "Real Estate Fund "Samruk-Kazyna". Acceptance of documents for participation in the program from participants of this group is conducted through the LEB.

Also the documents for participation in the Program from the participants of the II group (direction "Housing Housing JSC "Kazakhstan Mortgage Company"), III group (direction "Housing for young families") are submitted through the LEB.  House Construction Savings Bank of Kazakhstan (HCSBK) receives documents from members of the II group (direction "Housing for all categories").

Decree has unified uniform requirements for the Program participants who belong to II and III groups. Hereby, the main criteria to the data of participants are: Kazakhstan citizenship or status oralman, absence of housing in property rights in Kazakhstan, the lack of evidence of deliberate alienation within 5 years, proof of paying capacity, registration in the cities of Astana and Almaty during the last 2 years (in case of claiming for housing in these cities by directions of "Housing JSC "Kazakhstan Mortgage Company" and "Housing through HCSBK"). One of the most important amendments is to provide a first housing for citizens who do not have ownership of real estate.

In accordance with the new changes, the implementation of built housing between the I and II group members and will be distributed proportionally, i.e. by the direction of "Housing for all categories of the population" through HCSBK - 50/50 (%), by the direction of " Housing JSC "Kazakhstan Mortgage Company" - 70 /30 (%), by the direction of "Housing JSC "Real Estate Fund "Samruk-Kazyna" - for members of the I group - 100 % of a certain amount of property to implementation.

Price revision for 1 sq. m of housing is among the key changes in the Program. Henceforth the price for sq. m. of housing of the 4-class comfort through HCSBK is: in Atyrau, Ust-Kamenogorsk and Aktau - 110 thousand tenge, in other regions - 90 thousand tenge. Through JSC "Kazakhstan Mortgage Company" the price for 1 sq. m. of housing of the 4-class comfort is: in Atyrau, Ust-Kamenogorsk and Aktau - 115 thousand tenge, in other regions - 110 thousand tenge. In the cities of Astana and Almaty the price is unchanged and is 120 thousand tenge.

By direction of the Program for the people on the waiting list of Akimats the price has not changed in the cities of Astana and Almaty and it is 120 thousand tenge, in other regions - 80 thousand tenge per 1 sq. m.

Such measures have been taken due to the mismatch of cost for 1 sq. m. from the actual cost of construction, which could lead to poor housing and disruption of the program.
