Deputy Head of FAS: Our Amendments Are Taken from Practice
OREANDA-NEWS. March 28, 2014. Deputy Head of the Federal Antimonopoly Service (FAS Russia), Andrey Tsyganov, took part in the annual antimonopoly forum of Russian Corporate Counsel Association: “A New “Antimonopoly Package”.
The Mechanisms Enabling Companies to Efficiently Manage the Antimonopoly Risks” on the important amendments to the antimonopoly law proposed by FAS.
At the beginning, Andrey Tsyganov emphasized that some experts reproach the Antimonopoly Service for frequent changes of the antimonopoly law.
“Not only our life but the economy constantly forges ahead and it is absolutely consistent that all elements of Russian antimonopoly law and enforcement must be developed and improved on an ongoing basis”, pointed out Deputy Head of FAS.
According to Andrey Tsyganov, the proposed amendments provide for expanding the institutions of warnings and admonitions, and abolishing the Register of economic entities with over 35% share of the market of particular goods.
“The proposed amendments were not born in the cabinets but are taken, first of all, from the practice of the Antimonopoly Service and on the basis of a broad public discussion with representatives of business, legal community and civil society”, pointed out Andrey Tsyganov.
In the opinion of Deputy Head of FAS, another important element of developing antimonopoly regulation is the Road Map for “Developing Competition and Improving the Antimonopoly Law”, approved by the Government of the Russian Federation.
The “Road Map” is a list of measures planned for the next two years to develop competition in various sectors of the economy, from medical services to the air transportation markets.
