OREANDA-NEWS. JSC "Moscow United Electric Grid Company" has summed up the results of the action "Honest kilowatt" for 2013, the main purpose of which is taking measures against non-technical losses of electricity, that is losses through the fault of unfair consumers.

Over the past year, the specialists of JSC "MOESK" held 4,967 raids to identify cases of unauthorized connection to the MOESK grids and unmetered electricity consumption. Following the results of the raids, 3,093 reports on unmetered electricity consumption were drafted for 373.6 million kWh, which is 66% above the level of 2012. 245.3 mn kWh were included in the productive supply out of the volume of unrecorded consumption identified in 2013.

Based on the facts of the identified non-contracted consumption of electric energy, i.e. electricity consumption in the absence of the energy supply contract with the energy sales company, the employees of the company drafted 3,106 reports for 404.1 million kWh for a total amount of RUR 1.7 bn in 2013. This is 2.2 times higher than the previous year. In total, in 2013 consumers paid under 2,778 reports for the total amount of RUR 309.7 mn.

Increased identified unmetered electricity compared to the last year is due, on the one hand, to the new, more stringent calculation method of unmetered electricity approved by RF Government Decree #442 dd. 04.05.2012. On the other hand, it indicates an increase in the effectiveness of the action "Honest kilowatts".

Actively work to identify and combat unmetered consumption is held by the branch "Energouchet" in conjunction with the electric grid branches of JSC "MOESK". Due to the purposeful work of employees, damage from unauthorized electricity consumption is partially offset by cash generated by reports on unmetered electricity consumption.

Southern Moscow Area

Based on the results of the year 2013, more than 25.7 mn kWh of unmetered electricity consumption were included in productive supply of the branch of JSC "MOESK" - Southern Electric Grids (SEG).

Total for 2013, supply of electricity to the grids of the southern branch of MOESK was more than 12.9 mn kWh, productive supply amounted to 11.7 mn kWh.

In 2013, 1,027 raids were held in the SEG responsibility zone to identify unregistered and non-contractual electricity consumption, as a result of which the personnel of the Southern Administration of the branch "Energouchet" together with the employees of SEG drafted 216 reports on the facts of unmetered electricity consumption for a total amount of 23.1 mn kWh and 803 reports on the facts of non-contractual electricity consumption for 269.9 mn kWh, or RUR 1.1 mn. In 2013, the Southern Electric Grids received more than RUR 27 mn under the reports on non-contractual electricity consumption.

It should be noted that as a result of systematic work of the staff of the Southern Electric Grids and Southern Administration of the branch "Energouchet", non-contractual electricity consumption by the housing utility entities of the Kashira District completely stopped in September 2013, which had lasted since December 2010. Currently, the housing utility entities have concluded the energy supply agreements, but their debt to MOESK is RUR 60 mn and will be recovered through the court.

Currently, several management companies of the Serpukhov District also consume electricity for utility needs of the district in the absence of the energy supply agreement. The volume of identified electricity consumption according to the drafted reports is more than RUR 77 mn. In order to control the consumption of electric energy in the framework of the Energy Losses Reduction Program, in the past year the employees of the Southern Administration of the branch "Energouchet" carried out 193 ths. meter readings and checked 12.8 ths. meters.

Northern Moscow Area

The energy specialists of the Northern Administration of the branch "Energouchet", together with the staff of the Northern Electric Grids (NEG) conducted 1,640 raids in 2013 to identify unrecorded consumption of electricity, as a result of which 405 reports were drafted for unmetered electricity consumption for RUR 17.1 mn kWh, of which 11.6 mn kWh of electricity were included in the productive supply.

Number of drafted non-contractual consumption reports was 357 for 18.9 mn kWh equaling RUR 82.8 mn, 330 reports were paid for the amount of RUR 10.7 mn.

The largest non-contractual cases of electricity consumption in the north of the area were identified in the Dmitrov and Solnechnogorsk Districts. For example, in the Dmitrov district, FSUE "Mosles" consumed 2.9 mn kWh without a contract with the sales company for a total of RUR 15.4 mn. LLC "Gamma" of the Solnechnogorsk District owe MOESK RUR 2.3 mn according to the drafted report on non-contractual electricity consumption.

Western Moscow Area

The employees of the Western Administration of the branch "Energouchet" together with the employees of the Western Electric Grids (WEG) conducted 1,070 raids in 2013 to identify unmetered electricity consumption. The result is 331 drafted reports for a total of 7 mn kWh of unmetered consumption and 273 reports for 12.3 mn kWh of non-contractual consumption. The total cost of non-contractual electricity consumption was RUR 41.5 mn. The productive supply for the period included 10.4 mn kWh. WEG received RUR 34.1 mn under the drafted reports on non-contracted consumption.

The leader in non-contractual electricity consumption in the west of the Moscow Area is the Istra district. Here the largest number of reports on non-contracted consumption was drafted - 97 pieces for 8.8 mn kWh, or RUR 29 mn. 79 reports were drafted for non-contracted consumption of electricity in the Odintsovo district for 1.7 mn kWh of electricity, or RUR 5.7 mn. In the Volokolamsk district, the energy specialists issued 28 reports on the facts of non-contractual electricity consumption for 520 ths. kWh and handed over receipts to violators for the payment of the cost of non-contracted consumption totaling RUR 2.1 mn.

Eastern Moscow Area

During the year 2013, the energy specialists of the Eastern Administration of the branch "Energouchet" together with the staff of the Eastern Electric Grids (EEG) held 1,090 raids for identification of non-contractual and unmetered electricity consumption.

The results of the raids: 1,081 reports on unmetered electricity consumption and 632 reports on non-contracted electricity consumption. The reports on unmetered consumption were issued for 16.7 mn kWh, the ones on non-contractual consumption - for 4.6 mn kWh, the cost of them is RUR 16.9 mn. During this period, 727 reports were paid for RUR 13.2 mn.

The biggest violators of the electricity consumption rules were identified in the Zarajsk District. Oddly enough, they turned out to be rural cultural institutions, which concluded fixed term energy supply contracts, and after the restructuring became unattended, but continued to operate in the territories of rural settlements. The contracts for energy supply of the facilities were not reissued timely, so they acquired the status of "non-contractulal" upon expiration of the effective periods of previous contracts. Based on the facts of non-contracted consumption by cultural institutions, 4 reports were made out for 27.3 ths. kWh for RUR 100 ths. Payment for electricity consumed without a contract was received in full. Currently, all cultural institutions have entered into energy supply contracts.

Moscow Cable Grids

For the reporting period, 1,048 reports on unmetered consumption were issued in MCG for 303.4 mn kWh of electric energy, the electric energy productive supply included 184.7 mn kWh.

Based on the facts of the identified non-contracted energy consumption, 1,041 reports were issued for 98.2 mn kWh for the total cost of RUR 485 mn. The payment was received under 1,046 reports of non-contractual electricity consumption for RUR 224.5 mn. The volume of paid non-contractual electricity consumption was 48.1 mn kWh.

Central Electric Grids

The employees of the branch Central Electric Grids held 140 raids during the reporting period to identify cases of violation of the grid connection rules and electricity consumption rules. Unmetered consumption resulted in 12 reports for 6.2 mn kWh, the productive supply included 1.3 mn kWh of electricity.
