OREANDA-NEWS. February 19, 2014. The Government of the Russian Federation approved the “Action Plan for Developing Competition in Telecommunications”.

 The draft Action Plan was prepared by the Ministry of Communications with active involvement of the Federal Antimonopoly Service (FAS Russia). In particular, upon a proposal of the Antimonopoly Service, the Action Plan includes measures for supporting network neutrality, development of the institution of virtual providers, improving the principles of non-discriminatory access of providers to buildings and the infrastructure of other industries. FAS is the responsible executor of some measures of the Action Plan.

According to the Plan, the Government of Russia shall receive proposals, report and draft laws improving the telecommunications sector. The Federal Antimonopoly Service, the Ministry of Communications, the Ministry of Economic Development and the Federal Tariff Service are appointed responsible bodies for the Plan execution. The results of Plan execution will be summed up in Q2 2015.

“Implementing the planned measures shall result in increased competition and facilitate favourable changes in the telecommunications industry. In particular, it shall increase the quality and availability of providers’ services, efficient use of the radio-frequency spectrum, and eliminate administrative barriers”, pointed out the Head of FAS Department for Control over Transport and Communications, Dmitry Routenberg.
