Moldova to Rehabilitate 7 National Highways by 2016
OREANDA-NEWS. February 18, 2014. By 2016, 7 national highways to be rehabilitated thanks to external loans of EUR 183 million and budget means of MDL 380 million.
The matter concerns the repair and modernization of segments of the following highways: R9 Soroca-Arionesti-Mogilev-Podolskiy (Ukraine) (the segment between Soroca and Arionesti); R 13 Balti-Soldanesti-Ribnita; R16 Balti-Falesti-Sculeni; R20 Rezina-Orhei-Calaras; R30 Anenii Noi-Causeani-Stefan Voda up the Ukrainian border; R33 Hincesti-Lapusna-M1; R34 Hincesti-Leova-Cahul-Slobozia Mare.
To further the repair and modernization, Parliament passed the bill in the second reading to announce the rehabilitation, modernization and development of the above roads the works of social utility of national importance. In line with the bill, feasibility reports and designs, private immovable property (lands and constructions) located along the above roads is to be expropriated within the following regions, villages and other places of population: R9 – Badiceni, Cermenciug, Rudi, Pocrovca, Arionesti; R13 – Elizaveta, the Balti municipality; R16- Falesti, Rautel, Egorovca, Marandeni, Calugar, Musteata, Horesti, Tacsobeni, Sculeni; R20 Tareuca, Ciniseuti; R30 – Cebanovca, Grigorievca; R33 Hincesti; R34 Hincesti, Mereseni, Cupcui, Stoianovca, Tiganca and Rosu. On behalf of Moldova, the government was directed to take all the measure necessary to have the private property expropriated. Proprietors will be restituted their property at the expense of the state budget.
The European Bank for Reconstruction and Development and the European Investment Bank are going to support the rehabilitation with EUR 183 million approximately. To be more precise, EBRD is going to assign EUR 16 million for the Soroca-Arionesti-Mogilev-Podolskiy (Ukraine) road; EUR 23 million for the Hincesti-Lapusna road and EUR 78 million for the Hincesti-Leova-Cahul-Slobozia Mare road. The European Investment Bank will allot EUR 31 million to the rehabilitation of the Balti-Soldanesti-Ribnita road and EUR 35 million to the rehabilitation of the Balti-Falesti-Sculeni road.
Two highways more will be rehabilitated for money of the state budget. For this purpose, the government has budgeted MDL 380 million in total; in particular, the Rezina-Orhei-Calaras road will be spent on MDL 160 million and the Anenii Noi-Causeani-Stefan Voda will be allotted to MDL 220 million. Minister of Transport and Road Infrastructure of Moldova Vasile Botnari pointed out that all the rehabilitation projects had been drawn with the support of the European Union and the World Bank.
