OREANDA-NEWS. February 10, 2014. President of Turkmenistan Gurbanguly Berdimuhamedov visited the construction site of a new large-scale facility – an international customs terminal located in the northeast of the capital city.

The Vice Premiers, the heads of the ministries and departments concerned, including the State Customs Service, the State Migration Service, and the Ashgabat Khyakim greeted the Turkmen leader at the construction site of the international customs terminal.

The Turkmen leader entered the foyer of the terminal office building where the stands with the projects and draft designs were installed. The general layout of the international customs terminal, the draft designs of interior decoration, other buildings and facilities of the customs terminal, warehouses for storage of various goods and the samples of specialized equipment and vehicles were presented to the Turkmen leader for consideration.

The stands with the draft designs of the entrance arch of the customs terminal, two parking garages for motor cars and freight vehicles, hotel and canteen were installed in the foyer of the terminal office building. The draft designs of Artyk and Sarahs awtoyollary customs posts, approach bridges to the customs posts, three-storey office building of the Dashoguz Velayat customs post and four-storey 24-apartment house for its specialists were presented to the Turkmen leader for consideration.

The new customs terminal is the complex of modern facilities, including two three-storey office buildings, covered warehouses for storage of various goods, a number of special areas, including for transportation of goods from one vehicle to another, unloading of large containers, outdoor parking area for motor cars and specialized vehicles, logistics services, laboratory, hotel and canteen.

The project for construction and equipment of the international customs terminal launched in accordance with the Resolution of the President of Turkmenistan of August 2012 fully meets the requirements of the International Road Transport Union (IRU). Putting the international customs terminal into operation will enable to meet the requirements of the Customs Convention on the International Transport of Goods under Cover of TIR Carnets (TIR Convention) and the International Convention on the Simplification and Harmonization of Customs procedures adopted by the World Customs Organization.

The President of Turkmenistan instructed that the necessary measures be taken to create favourable working conditions for local specialists, including equipment of the customs terminal with state-of-the-art devices and advanced technologies, which will enable to optimize customs operations and procedures. The Turkmen leader instructed the high-ranking officials to keep the construction works under strict control.

The President instructed the heads of the specialized services to keep strict control of goods and products transported to our country and ensure that they comply with the international standards and current legislation.

In this regard, the Turkmen leader instructed the Chairperson of the Central Bank to ensure that banking operations, including the payment of fees, charges, etc. could be made at the customs terminal.

The President demanded that discipline and order should be enforced at the international customs terminal as well as customs posts throughout the country and goods and products transported across the border should be inspected thoroughly. Focusing on the importance of using state-of-the-art equipment, including video surveillance devices, for this purpose, the President stressed that the relevant agencies should apply advanced technologies from the world’s leading manufacturers in their work.

The Turkmen leader also focused on the need to construct a building for officers of the State Migration Service where foreign citizens would undergo immigration procedures.

The President lifted to the top storey of the building, where a magnificent view of new facilities opened up. President Gurbanguly Berdimuhamedov gave the high-ranking officials specific instructions on the development of the capital. When viewing new facilities and buildings, including a pharmaceutical warehouse of the Main Pharmaceutical Association of the Ministry of Health and Medical Industry, the President noted that the warehouse should be supplied with specialized equipment and technology so that storage conditions would meet the WHO standards.

While visiting the customs terminal building, the Turkmen leader inspected the progress of construction works and instructed the high-ranking officials to raise the requirements to subcontractors.

It should be noted that our country as a member of the World Customs Organization is strongly committed to its obligations. The state border of Turkmenistan can be rightfully called the border of friendship and cooperation as clearly evidenced by a steady increase in the flow of goods crossing the border of Turkmenistan.

After completing the visit to the new customs terminal building to see the progress of construction works, the Turkmen leader left the construction site.
