OREANDA-NEWS. February 10, 2014. An enlarged board meeting of the Ministry of Industry and New Technologies and JSC "NMH "Baiterek" was held under the chairmanship of Prime Minister Serik Akhmetov.

Deputy Prime Minister - Minister of Industry and New Technologies reported on the main results of the ministry's activities in 2013, and announced development prospects of the industry for forthcoming period.
According to A.Issekeshev, "despite the negative trends in the world economy, Kazakhstan managed to keep positive dynamics of industrial production." "In manufacturing industry, growth was 1.6%, production volume in mechanical engineering exceeded 850 billion tenge, production of motor cars increased twice and of buses for four times, the growth of construction industry was 11.8%," Deputy Prime Minister said.

A. Issekeshev also announced the development parameters of electric power industry, chemical industry, and reported on the progress of NP FIID, the investment policies.

Summing up the board, the Prime Minister said "a key role of MINT for the effective achievement of tasks set by the President in his Address to the Nation of this year. "In addition, S. Akhmetov said that "an important place belongs to attracting investment support, measures of government assistance the operating enterprises, promotion of innovation, implementation of energy efficiency and promotion of export of our products."

In this regard, the Prime Minister instructed MINT "to work through the additional incentives to improve favourable conditions to attract investment."

"We must create conditions so that large investors would have no doubts about the choice of our country as a strategic partner," S. Akhmetov said.

Along with this, the Head of Government urged MINT to develop the concept of the Mining Code until July 1 within further development of the mining sector.

"We need to make an appropriate plan for the development of the mining sector industries, including the development of exploration, capacity development of rare and rare-earth metals, creating conditions for attracting investment by the end the first half," S. Akhmetov said.

Following the enlarged board meeting, the Prime Minister gave instructions to authorized state agencies and set deadlines for their implementation.

In particular, the Prime Minister instructed to consider making changes and amendments to legislation aimed at liberalization for development of free economic zones, as well as to work on the issue of creating a single operator for FEZ. Besides, S. Akhmetov emphasized the need for "development and implementation of technical regulations of the Customs Union and the standards based on regulatory control assessment."

"Technical regulation becomes an important tool to protect the economic security within the integration processes of the Customs Union and entry into WTO," S. Akhmetov said.

Speaking about the activities of the "Baiterek" holding, the Prime Minister instructed "to analyse existing crediting mechanism of projects and to take measures to improve them."

"In the republican budget , we provided 20 bln for increasing the authorized capital of the holding to create infrastructure projects fund. This fund is to start vigorous activity and to attract investment in the development of the infrastructure," S. Akhmetov emphasized.
