The plan is aimed at improving the investment climate in the gas supply market and in pipeline transport, reducing administrative barriers, and stimulating exchange trading in natural and liquefied petroleum gas, eventually raising the level of competition in these markets.

To increase the transparency of gas transport services and create equal conditions for customers of pipeline services and gas supplies, the following actions are planned:

- amending the existing rules for non-discriminatory access to trunk pipelines;

- developing new rules for non-discriminatory access to gas distributions grids;

- improving disclosure standards for natural monopolies providing gas pipeline services.
