New Compulsory Regulations in Naryan-Mar Seaport Approved
OREANDA-NEWS. February 04, 2014. By Ministry of Transport of Russia order No. 463 the new Compulsory Regulations in Naryan-Mar Seaport have been approved.
The new Compulsory Regulations in Naryan-Mar Seaport stipulate:
- rules for port calls, navigation and exits of vessels from Naryan-Mar Seaport;
- rules for mooring of vessels in Naryan-Mar Seaport with indication of their berths;
- rules for provision of environmental safety and quarantine in Naryan-Mar Seaport;
- rules for the usage of special communication devices in the territory and water area of the seaport.
Also the Compulsory Regulations in Naryan-Mar Seaport contain information about:
- main ship channel of the seaport on the Pechora River;
- compulsory pilotage areas in Naryan-Mar Seaport;
- seaport capacities regarding admission of vessels, and also minimal amount and power of tow boats necessary for mooring operations in Naryan-Mar Seaport;
- boundaries of areas A1 and A2 of the Global Maritime Distress and Safety System;
- transmission of navigation and weather information to masters of vessels staying in the seaport, as well as transmission of information by masters of vessels staying in the seaport in case of threat of illegal intrusive activities in the seaport,
and other information stipulated by the merchant shipping legislation of the Russian Federation.
In comparison with the former Compulsory Regulations in Naryan-Mar Seaport, which were approved by FSUE "Naryan-Mar Commercial Seaport" in 2000, its new edition underwent drastic changes in order to meet the unified requirements of the Ministry of Transport of Russia to the structure and content of compulsory regulations in the seaports of the Russian Federation.
In particular, the new document sets the unified requirements of providing navigation safety and order within the territory and water area of the seaport located on the Pechora River, as well as within the boundaries of the Amderma marine terminal, the territory and water area of which have been included into the boundaries of Naryan-Mar Seaport in accordance with the Government of Russia order No. 2171-r.
Besides, the new Compulsory Regulations in Naryan-Mar Seaport contain the amended list of vessels exempt from compulsory pilotage in the seaport, which includes only small size, sports sailing, pleasure boats, and the port fleet vessels.
Finally, the new document, in comparison with the previous establishes that the shipboard waste is not accepted in Naryan-Mar Seaport. All the vessels calling at the Naryan-Mar Seaport should have sufficient capacities for keeping shipboard waste during the period of dockage in the seaport providing storage of shipboard waste up to the point of waste disposal in the another seaport having intake structures for shipboard waste reception.
The Ministry of Transport of Russia order approving the new Compulsory Regulations in Naryan-Mar Seaport is to become effective in accordance with the applicable procedure within 10 days from the date of its official publication.
