OREANDA-NEWS. January 24, 2014. A forum for specific proposals of compulsory health insurance models will be opened on the website of Kazakhstan Healthcare Ministry.

"The President’s Address to the Nation "Kazakhstan's way - 2050: common goal, common interests, common future" with the participation of departments’ heads in health areas of Astana and Almaty cities, national health organizations and medical schools was discussed in a selector mode at the Healthcare Ministry".

Healthcare Minister Salidat Kairbekova noted that the current President's Address became a symbolic political tradition once again that opens annually a new page in the country’s history. It includes implementation plan of "Kazakhstan- 2050" Strategy. Carefully considered algorithm of entry among 30 developed countries forms an updated value of the national idea - "Mangilik El".

"Missions on development of primary health care, introduction of compulsory health insurance, promotion of healthy life-style: sports, proper diet, regular preventive examinations written in the Address will be implemented jointly, and will improve the quality of life and welfare of people," report states.

Minister has assigned such missions to working groups as development of primary health care, introduction of compulsory health insurance and optimization of reporting documentation at the meeting. A forum for specific proposals of compulsory health insurance models will be opened on the website of Healthcare Ministry of Kazakhstan. This issue is to be discussed at the meeting of the Public Council for the protection of patients' rights.

It was announced in the Address that Kazakhstan will become one of the leading Eurasian centers of medical tourism. Thereupon, the Minister noted that the national health care has a sufficient potential to achieve these goals. It is necessary to extend spectrum of health services, to increase development pace of highly specialized medical aid such as cardiac surgery, neurosurgery, transplantology and promote them actively overseas, particularly in neighboring countries.

It is important to increase public explanatory work about the need for early detection of diseases through health organizations including the centers of healthy life-style, health schools, youth health centers.

An importance of pay rise for health service employees up to 28% has been highlighted. It should be noted that the health care system has introduced a stimulating component. Health workers have an opportunity to get an addition to basic pay when obtaining the final results. All prerequisites for differentiated payment of health workers in the field have been created.
The reduction works of paper documents circulation in health care organizations by the introduction of an automated accounting system of medical services will be carried out within the scope of memorandum with Akims.

The Minister has asked all to participate actively in the implementation of the tasks assigned in the Address, and recalled the words of the President that every citizen should be involved in this work in the workplace and participate actively in the achievement of the main goal of the "Strategy-2050".
