OREANDA-NEWS. January 24, 2014. Kazakh Prime Minister Serik Akhmetov has held a meeting of the Government at Ukimet Uyi today. Minister of Economy and Budget Planning Yerbolat Dossayev presented a draft National Plan for the implementation of the President's Address to the Nation "Kazakhstan's Way - 2050: Common Goal, Common Interests, Common Future".

"The latest President’s address is particular since it represents not only a specific program of measures to implement long-term strategy for economic and social development of the country, but brings in our everyday life an entirely new understanding of community in the country's history. The President noted that the implementation of this historic mission would be based on the Strategy 2050," Akhmetov said.

According to Dossayev, the National Plan includes seven priority areas, which will be reflected in the second five-year plan of the program of forced industrial and innovative development of Kazakhstan for 2015-2019, long-term plans for the formation of agglomerations in the cities of Astana and Almaty until 2030, adjusted program "Agribusiness 2020". It is planned to activate technology parks, approve a plan to gradually increase funding for science, address the issues of construction of the fourth refinery and a nuclear power plant.

It is also planned to refine the program "Business Roadmap 2020" with account of the new five-year plan of the forced industrial-innovative development program, develop a draft Presidential Decree "On the Concept of Cultural Policy", make suggestions for improving the system of public administration, including the promotion of the autonomy of local authorities, reducing document flow and implementing the principles of meritocracy in personnel policies of public enterprises, national companies and state-financed organizations.

As part of the formation of the draft budget for 2015-2017 it is planned to increase the size of educational maintenance allowances, state social benefits, disability and survivor benefits, wages for civil and public servants, Dossayev noted.

Deputy Prime Minister - Minister of Industry and New Technologies Asset Issekeshev said that a clear sequence of actions would be prepared in accordance with all the instructions of the President.

Deputy Prime Minister - Minister of Finance Bakhyt Sultanov stressed that the Head of State paid special attention to the improvement of public administration and socio-economic development. Specific indicators and activities have been identified. In particular, it is necessary to reach 7.6% economic growth this year.

"In order to implement all the instruction on time it is necessary to create working groups and prepare action plans," First Vice Prime Minister Bakytzhan Sagintayev said.

Summarizing the discussion, Serik Akhmetov noted the extensive content of the President's Address. "This means that the scope of tasks to be solved by the Government will also be extensive. The main thing is that the document contains clear indicators and stages in seven five-year plans aimed at entering the 30 most developed countries of the world," he said.

"All tasks set by the Head of State are real and achievable. Each state agency has to develop its own algorithm to achieve the goals set in the President’s Address. It is necessary to fulfil each instruction of the President efficiently and on time, as well as organize monitoring of their execution," the Prime Minister instructed.
