FAS Reports on Results of Work of Public Advisory Councils
OREANDA-NEWS. January 14, 2014. In 2013 the Federal Antimonopoly Service (FAS Russia) continued efficient cooperation with the business community under the framework of Public Advisory Councils.
The system of FAS Public Councils comprises FAS Competition Council and 83 Public Advisory Councils at all regional FAS Offices.
The Councils include over 730 representatives of regional Public Chambers, the Public Chamber of the Russian Federation, “OPORA RUSSIA”, “Business Russia”, the Chamber of Commerce and Industry of the Russian Federation, Russian Union of Industrialists and Entrepreneurs, other business organizations and associations.
In 2013, the Councils considered and drafted proposals on some pressing issues of the antimonopoly policy, and development of antimonopoly regulation, in particular:
1. The key areas of the Strategy for developing competition and antimonopoly regulation in the Russian Federation
2. Implementation of the Action Plan (the “Road Map”) for “Developing Competition and Improving the Antimonopoly Policy”
3. 2013 -2018 FAS Action Plan
4. Report on the state of competition in the Russian Federation
5. Administrative barriers in the field of small and medium business
6. Electric power pricing and tariff procedures for small and medium business
7. The state of the housing market in the Russian Federation.
In 2014 the key objectives of the Councils shall be monitoring implementation of the “Road Map” for “Developing Competition and Improving the Antimonopoly Policy”, taking part in implementing the Standard for developing competition in the subjects of the Russian Federation, analyzing proposals on stage-by-stage removal of federal state unitary enterprises, state and municipal unitary enterprises from competitive markets, summarizing and evaluating pro- and anti-competitive practices of the authorities, and, certainly, evaluating the results of the efforts undertaken by the antimonopoly bodies.
FAS is grateful to all public organizations and their representatives involved in joint work towards improving the institutional framework of competition, developing the mechanisms of cooperation between business and the antimonopoly bodies, and wishes to achieve the desired goals in 2014 in favourable environment and through fair competition!
