Surgutneftegas Launches Europe’s Largest Deep Conversion Plant
OREANDA-NEWS. December 30, 2013. Surgutneftegas continued implementation of the quadripartite agreement with Rostekhnadzor, FAS and Rostekhregulirovanie to implement investment programs aimed at upgrading the Company’s refining capacity.
For example, in 2012 OJSC Surgutneftegas at its Kirishinefteorgsintez refinery located in Kirishi, Leningradskaya Oblast, put into operation a unit for hydrodewaxing of diesel fuel, atmospheric gas oil and gasoline, visbreaker product, with investment of about 13 billion rubles.
In December 2013, OJSC Surgutneftegas finished construction and put into commercial operation Europe’s largest deep refining plant based on vacuum gas oil hydrocracking. With design capacity of 4.9 million tonnes of fuel oil, the plant is to produce diesel and jet fuel meeting the highest environmental and operational standards.
The plant consists of 86 process facilities, the main ones are as follows: combined fuel oil deep conversion unit: vacuum distillation, hydrocracking, visbreaking, steam reforming unit for production of elemental sulfur, wastewater treatment and sour water stripper. Also, the complex includes other general purpose facilities. A number of environment protection measures have been taken that reduce the impact of operational activity on the environment. More than 1,400 jobs for skilled workers have been created with the building of the plant in the Leningradskaya Oblast.
The Company’s investment in the plant building project totaled about 88.5 billion rubles.
The entire volume of the diesel fuel currently produced at the plant complies with class Euro 5.
Start of the deep conversion plant is one of the milestones for Surgutneftegas strategic development to the year 2020.
