PM of Ukraine: Optimum Budget Decentralization Needs 10-15 Years
OREANDA-NEWS. December 30, 2013. The idea of decentralization of the budget in Ukraine can not be implemented immediately. This task can be implemented in a real life only in the medium term. This was stressed by the Prime Minister of Ukraine Mykola Azarov at a videoconference "Ukrainian industry: realities and perspectives" with representatives of industrial enterprises of Kharkiv, Zaporizhya, Sumy and Kirovograd regions.
According to him, it is necessary to hold serious work concerning the equalization of incomes in regions for real decentralization of the budget.
"We need that all of our regions will be equal in terms of their revenues, that their industry will be equally developed. There are donor-regions in Ukraine that make the bulk of GDP and provide basic revenues, at the same time there are regions that receive assistance, which sometimes reach 70% of needs of a region. Historically, the Southeast, East and Center Part are more advanced and provide the lion's share of GDP in Ukraine. And so, we make the redistribution of means to the Western regions, which are almost all subsidized. There are districts where the level of subsidies determines almost all budget of the area. Therefore, the task is to align our regions, raise them, and then there will be able to secure their own sources of income in these regions and make them self-sufficient, and to transfer to the center only what is needed for national needs," Mykola Azarov said.
