The Foundation's low book liabilities, low capital multiplier and acceptable reliability of investments had a positive impact on its rating. High coverage of off-balance liabilities with liquid assets and high investment portfolio return were also positive for the rating. The Agency also noted high probability of support by founders and federal authorities.

The short period of operations and the limited scope of business restrain the rating. High concentration of provided sureties on major partners and low sureties diversification by ultimate borrowers pressurize the rating.
