OREANDA-NEWS. According to The National Rating of Procurement Transparency in 2013 the Republic of Karelia was awarded the top rank for guaranteed transparency.

The National Rating of Procurement Transparency is held since 2006 at the support of the Federal Anti-Monopoly Service of Russia, Ministry of Economic Development of the Russian Federation, Accounts Chamber of the Russian Federation. In 2013 all the 83 constituent territories of the country have taken part in the rating.

Karelia represented by the State Committee for Administration of State Property and Placing of Orders for State Requirements has taken part in the rating for the second time.

In 2012 Karelia was granted the rating of high transparency of procurement, that of course is the republic's honor. This year the State Committee has managed to achieve the best result: Karelia was awarded the rating of guaranteed transparency. Among 83 constituent territories on the sum of points the republic was not only included in the top-ten of territories granted the rating of guaranteed transparency of procurement, but has also became the 5th best among constituent territories of Russia, - Denis Kosarev, Chairman of the State Committee, has told.

The republic's position in the rating was drawn by the integral criterion depending on several indicators that characterize transparency and efficiency of procurement procedures. These are the degree of information openness of procedures, density of the competition in trading, the degree of productivity of procedures of placing of orders, the degree of filtration of application forms for participation in trading, economic efficiency of trading.

Among the constituent territories of the Northwest Karelia has been topping the rating with the maximum score for two consecutive years now. Our republic is the only one among the constituent territories of the Northwest awarded the rating of guaranteed transparency. Arkhangelsk Region was awarded the rating of high transparency, St.-Petersburg, Novgorod and Vologda Regions have shared the rating of medium transparency, Nenets Autonomous District, Leningrad and Kaliningrad Regions have shared the rating of standard transparency, and the Republic of Komi, Murmansk and Pskov Regions have shared the rating of low transparency of procurement.

The fact of awarding the rating of guaranteed procurement transparency bespeaks correct direction of growth of the procurement system in Karelia. In the further it will promote investment prospects of the region, as well as trust of the business community to projects implemented within the territory of the republic, - Denis Kosarev emphasized.

The ceremony of awarding the winners of The National Rating of Procurement Transparency of 2013 took place on December, 12 in the Chamber of Commerce and Industry of Russia.
