The rating outlook was changed for developing, which means equal probability of changing and maintaining the rating in the mid-term. The Foundation used to have rating A+, which means very high guarantee coverage reliability, with the positive outlook.

The significant guarantee organization's investment reliability degradation became the principal factor resulting in the Foundation rating downgrading.

High probability of the founders' support, the acceptable capital multiplier and low unconditional (book) liabilities still have a positive impact on the rating.
