OREANDA-NEWS. December 16, 2013. FAS considered a case on signs of violations on the market of informational-navigation services in the Stavropol region and decided to from a separate case against Rostransnadzor.

FAS initiated a case against the Inter-Regional Territorial Office of the Federal Service for Transport Supervision in the North Caucasian Federal District (Rostransnadzor NCFD Office) upon signs of violating the Federal Law “On Protection of Competition” (Part 3 Article 15, Clause 4 Article 16).

FAS received complaints about actions of Rostransnadzor NCFD Office from several economic actions operating in navigation transport services.

According to the information obtained by the antimonopoly authority, Rostransnadzor NCFD Office concluded an agreement with the “Regional Navigation-Informational Centre of the Stavropol Region” (“RNITs SK”), that assign functions upon “RNITs SK” for testing subscribers’ telematic terminals for compliance with technical requirements, connecting them to the servers of “RNITs SK”.

Under the agreement “RNITs SK” also has the right to obtain monitoring information from all transportation means that exercises commercial passenger transportation and carriage of dangerous goods in the Stavropol region, and must transmit the collected information to the Automated Centre for Control and Supervision (ATsKN) of Rostransnadzor NCFD Office.

According to FAS data, Rostransnadzor NCFD Office avoided concluding similar agreements with other economic entities and jointly with “RNITs SK” prevented entry to the markets for the services of testing subscribers’ telematic terminals and transmitting monitoring information to ATsKN of Rostransnadzor NCFD Office.

FAS decided to suspend the case since it exposed particular signs of violating the antimonopoly law by Rostransnadzor and made a decision to separate the case.
