Ukraine to Study Estonian Experience in Government
OREANDA-NEWS. December 12, 2013. Ukraine is interested to learn Estonian experience in the creation of the e-Government. This was started by Minister of Social Policy of Ukraine Nataliya Korolevska after the presentation of the Electronic Government of Estonia at the Demonstration Center of Information Technologies of Estonia.
"I’ve got acquainted with the work of e-Government in the Demonstration Center", which is used in Estonia. The scope of our countries is different, but many things can be adapted. We agreed with Estonian partners for cooperation in order to study their experience in implementing e-government," she said.
According to Nataliya Korolevska, Estonia along with Singapore is one of the leading countries of the world with the introduction of electronic systems for providing administrative and social services. She said that 93% of the population has a special id-card that replaces the basic documents (passport, driving license). With the help of this card the citizens, staying at home can participate in elections (25% voting), register a business (takes 18 minutes), fill tax returns (95% of the submitted documents), receive electronic prescriptions from the doctor (95% drug sold for this recipe) and, of course, arrange the entire package of social services. To this purpose, virtually the entire territory of the country is covered with 4G Internet.
It is to this model of the work, according to Nataliya Korolevska, Ukraine seeks. At this stage, she said, the priority is to build a qualitatively new system of social services - a transparent, user-friendly and able to provide targeted work with people.
"This system we have already begun to deploy in test mode, it works in Kyiv and Vinnitsa regions. It’s base - transparent offices in which in the principle of one-stop window for people to be given administrative and social services-based information platform, which integrates databases of different departments. To a man in "one-touch", that is, in one place and in one visit, could decide the maximum of questions," she said.
Nataliya Korolevska said that the implementation of this project is another step towards the introduction of European standards of social services.
