RF Increases Availability of Power Industry Infrastructure
OREANDA-NEWS. December 12, 2013. The Government of the Russian Federation approved the Decree devised by the Federal Antimonopoly Service (FAS Russia) “On Introducing Changes to Chapter VII of the “Rules for Technological Connection of Energy-Receiving Devices of Consumers of Electric Power, Facilities for Generating Electric Power and Facilities of Power Supply Network Owned by Network Organizations and Other Persons to Electric Power Networks”.
As part of executing item 31 of the Road Map for “Increasing Availability of Power Industry Infrastructure”, this Decree regulates the procedure for disconnecting energy-receiving devices, technological connection of which was exercised under the power supply set-up.
Some other documents drafted by FAS also at the final stage of preparation, in particular, providing for:
1) Possibility to file applications for technological connection in electronic form using “Internet” information-and-telecommunication network and possibility to follow up in the real time processing of an application
2) Adopting standard application form for technological connection and clarifying the concept of “energy-receiving devices of consumers”
3) Clarifying the procedures for connecting gardeners’ non-commercial partnerships, its members and persons involved in vegetable gardening individually in the territory of a gardeners’ non-commercial partnership
4) Adopting standard forms for the contracts for power supply (buying-and-selling) electric power (capacity).
“Adopting the Decree is another step towards implementing measures specified in the Road Map. Other projects devised to achieve targets specified in the Road Map are at the final stage of preparation, which will allow to improve the position of the Russian Federation in 2014 in the “Doing business” global ranking”, pointed out the Head of FAS Department for Control over Electric Power Industry, Vitaly Korolyov.
