OREANDA-NEWS. November 28, 2013. Speaking at the III BRICS International Competition Conference on “Competition Enforcement in BRICS countries: Problems and Goals”, in Delhi (India), the Head of the Department of the Federal Antimonopoly Service (FAS Russia) for International Economic Cooperation, Lesya Davydova, discussed the efforts of Russia’s antimonopoly authority in the filed of international cooperation.

“Cooperation with competition authorities, international organizations and integration associations on bilateral as well as multilateral basis facilitates reforms of competition law and enforcement practice guided by the best world practices of the Organization for Economic Cooperation and Development (OECD), the International Competition Network (ICN), the Interstate Council on Competition Policy (ICAP) and BRICS”, pointed out Lesya Davydova. “Intergovernmental and inter-branch agreements on cooperation has been successfully implemented with nearly all competition authorities of BRICS countries, as well as other foreign competition authorities over a number of years”.

The Head of FAS Department for International Economic Cooperation shared FAS experience on establishing a legal framework that includes specific mechanisms of cooperation and provides for consultations, notifications, information enquiries and coordination of law enforcement actions with foreign competition authorities on particular cross-border violations.

She also informed the Conference participants about the results of the work of the Headquarters for Joint Investigations of Violations of the Antimonopoly Law of the CIS Member-States, the International Working Group for Study Pricing on the Market of Oil and Oil Products, the International Working Group for Studying the Issues of Competition in the Pharmaceutical Sector, etc.

“BRICS countries have similar conditions of economic and social development, particular, in terms of investment attractiveness for the largest international companies. It predetermines the importance of a more active cooperation between the competition authorities of BRICS countries towards suppressing violations of competition law by transnational corporations. FAS is open for expanding international cooperation with competition authorities of BRICS and other countries in any forms and formats”, summed up Lesya Davydova.
