OREANDA-NEWS. November 25, 2013. The Office of the Federal Antimonopoly Service in the Kemerovo region (Kemerovo OFAS Russia) found that ”Teplovodokanal-Service” OJSC abused its market dominance.

The resource-supplying company unlawfully charged residents of Scheglovo rural settlement, Kemerovo District, the Kemerovo region, for issuing technical conditions for connecting a residential house to water-supply engineering networks.

In August 2013, a resident of Scheglovo rural settlement approached the antimonopoly body. He informed Kemerovo OFAS Russia that earlier he had applied to ”Teplovodokanal-Service” OJSC (Kemerovo) to connect his residential house to water-supply networks owned by the company.

”Teplovodokanal-Service” OJSC requested payment for issuing technical conditions for connection, which was in breach of the antimonopoly law since technical conditions or information on the payment for connecting capital construction facilities to utility networks must be provided free-of-charge.

Experts of Kemerovo OFAS Russia established that that this was not the only incident in the practice of the resource-supplying company.

“Having investigated the case, OFAS issued a determination to ”Teplovodokanal-Service” OJSC to eliminate the violations. We plan to hold the company administratively liable”, said Deputy Head of Kemerovo OFAS Russia, Elena Kloster.
