OREANDA-NEWS. November 25, 2013. Deputy Head of FAS Alexei Dotsenko took part in a session of the Council of the Heads of the Governments of the Commonwealth of Independent States (SGP CIS).

The agenda included over 20 items on various aspects of CIS performance, including implementation of the Free Trade Agreement, the Agreement on Cooperation between the CIS Member-States on Information Security, the Strategy for Developing Cooperation between the CIS Member-States in Tourism for the Period up to 2020, clarification of the Forecast of Production and Consumption of Energy Resources the CIS Member-States for the Period up to 2020, and others.

One of the items on the agenda of the Council of the Heads of CIS Governments was “On Assigning the Status of a Base Organization of the CIS Member-States for Professional Retraining and Advancing Qualification in Antimonopoly Regulation and Competition Policy to the “Resource-and-Training Centre of the Federal Antimonopoly Service (the Russian Federation) Federal State Autonomous Institution”.

It was included in the agenda by the Interstate Council on Antimonopoly Policy (ICAP) upon a FAS initiative.

ICAP members are well aware of a positive experience on forming base organizations of the CIS member-states on the basis of educational institutions of the CIS countries, potential of which has been successfully employed to the benefit of all CIS countries.

As Deputy Head of FAS Alexei Dotsenko stated, assigning the status of a base CIS organization to FAS Resource-and-Training Centre is especially important because there are no specialized educational institutions in Russia or in other CIS member-states offering training programmes exclusively in competition policy and antimonopoly regulation.

Members of the Council of the Heads of the Governments supported the initiatives and made a decision to assign the status of the base CIS organization for professional retraining and advancing qualification in antimonopoly regulation and competition policy to FAS Resource-and-Training Centre.

The Council also approved the Regulations on the base organization of CIS member-states for professional retraining and advancing qualification in antimonopoly regulation and competition policy.

FAS Resource-and-Training Centre opened in September 2012 in Kazan during an international conference - “Russian Competition Day”. The Centre was formed according to the international standards; educational process is based on modern innovative technologies in education (modularity, active methods: business and role games, situational modeling, topical discussions; etc.); lecturers are highly-qualified FAS representatives that have experience of teaching at the leading Russian universities and foreign experts. After the opening, FAS Resource-and-Training Centre hosted several international events involving CIS representatives, particularly Russian Competition Day (September 2012), and an annual training for representatives of the antimonopoly authorities – FAS partners (December 2012). FAS Resource-and-Training Centre already offers over 100 programmes on professional training, retraining and advancing qualification for Russian civil servants (which vary by periods of training, levels and fields). The next annual training for representatives of the antimonopoly authorities of the CIS member-states and foreign countries will take place in December 2013. The training will focus on such pressing issues as cartels investigation and international cooperation.
