OREANDA-NEWS. November 25, 2013. Prime Minister Mykola Azarov has commissioned profile departments to prepare relevant documents on the results of arrangements achieved during a meeting of the Council of heads of governments of CIS member countries which will facilitate an increase of trade turnover in the framework of free trade in CIS. Respective commissions were formed at a session of the Government.

The Head of Government informed there was created a high level group to elaborate an agreement on access to pipelines in the CIS framework. He instructed Vice Prime Minister Yuriy Boyko together with Ministry of Energy and Coal Industry, Ministry of Economic Development and Trade, Ministry of Foreign Affairs to determine the composition of Ukrainian part of this group, establish propositions of Ukraine concerning the text of the document. 

“The task was put so that in May of the next year, when Kyiv hosts a sitting of heads of governments, to submit for considering the most approved draft agreement and sign it,” the Premier noted.

Moreover, Mykola Azarov commissioned Ministry of Economic Development and Trade in synergy with Justice Ministry, Ministry of Foreign Affairs to elaborate in the course of a month and submit to the Executive Committee of the Commonwealth of Independent States after approving by the Government a draft document called to specify and regulate issues of well-grounded application of certain restrictions in trade.

“In the process of preparation of this, I would say, “Regulation of protective measures” we must take into account the norm and practice of the World Trade Organization, common norms of international law,” he stressed.

Besides, the Prime Minister has instructed Ministry of Economic Development and Trade together with the Ministry of Foreign Affairs to make system monitoring of implementation of liabilities determined by FTA agreement of CIS, so that to give a chance to prevent disputes and avoid unreasonable complications in mutual trade.

“I emphasize that the general task of this whole activity is to ramp up trade turnover in the framework of free trade in CIS and, consequently, maintain economic growth,” Mykola Azarov said.
