The developing outlook means equal probability of maintaining or downgrading the rating in the mid-term.

The high risk management system level, the conservative pension asset investment structure and the high level of accrued return on pension asset investments were highlighted by the Agency as factors having a positive impact on the 'Telecom-Soyuz' PPF rating.

The low ratio of PSA to pension assets, low diversification of pension assets by management companies and the impossibility to highly assess reliability and service quality of the major management company, Dostoyanie Management Company CJSC, restrained the rating.
