Moldovan Budget Deficit for 2013 Will Increase by almost 46%
OREANDA-NEWS. November 11, 2013. It is provided by the draft amendments to the Law on the State Budget for 2013 approved by the Ministry of Finance and sent for consideration of the government. According to it, the revenue part will be reduced and the expenditure will be increased.
In particular, the state budget revenue for this year will be reduced by 308.8 million lei (1.4 %) - from 22 billion 816.6 million up to 22 billion 507.8 million lei. The expenditure part will be increased by 284.6 million lei (1.2%) - from 24 billion 110.3 million up to 24 billion 394.8 million lei, and the budget deficit will grow by 593.4 million lei (46%) - from 1 billion 293.6 million lei up to 1 billion 887 million lei. At the same time, the external assets and proceeds from sale and privatization of the state property, provided to cover the budget deficit, would be reduced by 48.7 million and 16.6 million lei, respectively.
Proceeds from the sale of state securities at the primary market to fund the budget deficit will be increased by 80 million lei - from 530 million up to 610 million lei. In addition, the project does not provide the redemption of the converted state securities in the amount of 200 million lei from NBM’s portfolio.
To cover the state budget deficit it is planned to use funds from issuance of state securities in the amount of 610 million lei, from sale and privatization of the state property- 233.4 million lei and the external loans in the amount of 192.5 million lei (USD 15.5 million) from the World Bank. In addition, USD 8.5 million will be received for educational reform (schools modernization) and \\$ 7 million – for increasing efficiency of the social assistance network.
