OREANDA-NEWS.  November 08, 2013. In Ukimet uyi under the chairmanship of the Kazakhstan Prime Minister Serik Akhmetov questions of a course of President's orders realization given on enlarged meeting of the Government of RK are discussed.

The Prime Minister, having noted "low rates of work and insufficient attention from ministers, local authorities, as a whole the Government to execution of President's orders", emphasized need of "expeditious and effective implementation of orders of the Head of state".

The Minister of Economy and Budget Planning Erbolat Dosayev reported on the plan of realization of instructions.

According to the minister, "the plan of measures approved by the Government in pursuance of President orders, includes 70 events. Until the end of 2013 realization of 46 events, in 2014 - 22 events is provided."

The plan of measures provides development of four drafts of normative legal acts. Documents concern questions of improvement of the budgetary legislation, carrying out purchases in government bodies, Ruled budget performances.

On a number of President's orders' executions Ministers of Economy and Budget Planning E.Dosayev, Finance B. Zhamishev, Science and Education A.Sarinzhipov, Industry and New Technologies A.Isekeshev, aAgriculture A.Mamytbekov, vice-Minister of Regional Development K.Uskenbayev are heard.

In particular, measures for improvement of work in the sphere of government purchases, a turn of alcoholic products, development of budgetary funds, counteractions of shadow economy, industrialization of economy, agricultural processing, efficiency of SEZ activity, realization of business road map 2020, the Program of housing and communal services modernization, development and examination of design and budget documentation are reported.
Due to the omissions in work of state agencies the head of the government declared reprimands to the first vice-minister of industry and new technologies A.Rau, vice-Minister of Regional Development S. Nokin, finance A.Tengebayev, health care B. Tokezhanov, agriculture M. Tolybayev, cultures and information A.Kyrykbayev. A number of chairmen of committees and other officials is also punished.

Pavlodar and Zhambyl regions' mayors are entrusted to reprimand their deputies supervising questions of finance.

As S. Akhmetov emphasized, "if the situation doesn't change by the end of the year, I reserve the right to make an offer to the Head of state on punishment of the first heads, including mayors". He also paid attention of "the first heads of all state agencies, holdings and mayor's to need of high-quality and timely execution of orders of the Head of state and all program documents".
As S. Ahmetov told, "all actions of the Government have to be transparent and brought to the population through mass media. This work has to be system, constant and the most open". In this regard he called the Ministry of Culture and information "to be more active, to strengthen information activity".

In summary the head of the government emphasized that "all ministers and regions' mayors also have to analyse the work with determination of efficiency and productivity of measures taken by you". "Weekly we will hear now execution of orders of the Head of state," S. Akhmetov summarized.
