FAS: Russia, Ecuador Agreed on Cooperation
To exchange information, Andrey Tsyganov invited Pedro Paez Perez and other officers of to Ecuador Competition Authority to take part in the events organized at FAS Resource-and-Training Centre in Kazan to advance qualification of experts on antimonopoly regulation and competition policy.
The Head of Ecuador Antimonopoly Service expressed their readiness to attend FAS events and thanked for the offer of support, especially on the issues of combating international cartels and anticompetitive practices exercised by large corporations, which is a common problem for the entire Latin America.
OREANDA-NEWS. September 09, 2013. Deputy Head of the Federal Antimonopoly Service (FAS Russia) Andrey Tsyganov had a meeting with the Head of the Competition Authority of the Republic of Ecuador, Mr Pedro Paez Perez. The Ambassador Extraordinary and Plenipotentiary of the Republic of Ecuador in the Russian Federation, Particio Alberto Chaves Savala, also took part in the meeting.
The parties discussed the issues of developing Russia- Ecuador cooperation in the field of competition policy on a bilateral basis as well as under the framework of international organizations.
At the beginning, Andrey Tsyganov congratulated Pedro Paez Perez with the Republic of Ecuador joining the International Competition Network (ICN) and offered methodological and information support to Ecuador Competition Authority as a younger competition authority (it was formed in 2011 when the Law on regulating and control over market capacity was passed).

Andrey Tsyganov and Pedro Paez Perez discussed a draft Memorandum of Understanding between the two competition authorities that the parties agreed to sign this year.
The Competition Authority of the Republic of Ecuador was formed in 2011 with adopting the Law on regulating and control over market capacity. It is responsible for control over proper performance of economic markets through preventing abuses of market dominance and all economic practices that harm consumers and economic entities.
Pedro Paez Perez was appointed the first Head of Ecuador Competition Authority, his term of office is five years.
