OREANDA-NEWS. September 06, 2013. Analysis of the Customs Union’s agreements ends, to which Ukraine could join in the interests of simplification of the trade regime, Prime Minister of Ukraine Mykola Azarov said at a meeting of the Government.

First of all, we should to consider acceding to the Agreement member states of the Customs Union "On the elimination of technical barriers in mutual trade with the CIS member states, which are not members of the Customs Union.” “This is an important agreement because the Customs Union had anticipated joining to technical regulations of states that are not parties of the Customs Union. And even it provided certain procedures in this regard,” PM said.

He ordered the Ministry of Economic Development and Trade and the Ministry of Justice together with the Ukraine’s Representative in the Eurasian Economic Commission Viktor Suslov to urgently prepare issue of acceding to the mentioned Agreement to the consideration of the Government.

At the same time Mykola Azarov said that that newly appointed representative of the Government in the Eurasian Economic Community Board Mr. Suslov has to constantly and carefully monitor the schedule of entry into force of technical regulations and other rules that gradually are being introduced by the Customs Union. It is essential that the Ministry of Economic Development and Trade, Ministry of Foreign Affairs and Ministry of Justice promptly develop and submit to the Government draft legislation necessary on harmonization of technical regulations, customs regulations and so on.

“For example, three technical regulations of the Customs Union on rail transport come into force in 2014. If we will not be ready in time it can significantly complicate conformity of rolling stock produced in Ukraine to the requirements of the Customs Union,” Mykola Azarov said adding that the Ministry of Economic Development and the Ministry of Infrastructure should work on this task just now.

Mykola Azarov tasked the Ministry of Economic Development and Trade to generalize analysis of all agreements that operates in the Customs Union and submit to the Government a draft decision on accession to the agreements on technical regulations, customs procedures, etc. that we need to remove the contradiction in bilateral trade economic relations.

“These proposals must be a plan for harmonization of trade regime between Ukraine and the Eurasian Economic Community, which we will consider in stages at every meeting of the Government. The result of the consideration must be directives for negotiations with our partners in the EurAsEC,” PM summed up.
