OREANDA-NEWS. September 06, 2013. The Government has sent to the Verkhovna Rada of nearly 200 bills. The Prime Minister of Ukraine Mykola Azarov said this at the Cabinet’s meeting on 4 September, 2013.

The Prime Minister has identified two most important, vital to the country issues, which are under consideration in the Verkhovna Rada, that are bills needed to sign an Association Agreement between Ukraine and the European Union, and the budget for 2014.

“The Government and the Verkhovna Rada should make laws that rules that are needed for the signing of the Association Agreement between Ukraine and the European Union, PM said. -  Just a short time separates us from the summit in Vilnius, so nothing could be delayed even more drown in fruitless discussions

According to Mykola Azarov urgent bills are that concern improvement of the election legislation, reforming of the electoral system, the judiciary and law enforcement, as well as bills aimed at fighting corruption and improving the business climate in our country.

“Some of these laws are agreed with the relevant European institutions and, after finalization, will be introduced to the Parliament and, I am sure, will be approved by the Parliament in September-October,” PM noted.

The Head of the Government stressed that we must “a realistic, balanced state budget for 2014”, which provides support to domestic production and on this basis the increase in social standards.

“This is an extremely difficult task in the global recession. According to the forecasts of the leading experts we can not confidently rely on the growth of foreign markets. Therefore, the focus should be paid on the State Program of Activization of Economics for 2013-2014 and first of all on the full realization of investment projects aimed at import substitution and energy efficiency,” Mykola Azarov noted.

The Government has submitted to the Verkhovna Rada of nearly 200 bills. Among them, PM highlighted those that are intended to support domestic production and stimulate economic activity.

“In our opinion the most important for the development of economy of Ukraine is to continue reforms aimed at further deregulating of business and investment climate,” PM said.

Among the priorities for improving the business climate is adopting the bill introduced by the President of Ukraine, which proposes to cancel 78 such documents.

Also, to simplify the process of starting and doing business, the Government has addressed to the Verkhovna Rada draft laws that require immediate consideration, including:

on the establishment the principle of carrying out economic activities by entities governed by private law without seals and on the registration and business activities using electronic means of communication;

on provision of clear and free access to information from state registers containing information about entities;

bills on the simplification of state registration of the termination of business activities of individual entrepreneurs;

on state aid to business entities in respect of transparency and the use of state aid;

on amendments to certain legislative acts of Ukraine on the protection of investors.

“I want to emphasize that the real improvement of the business climate is not only in creation a liberal, enabling regulatory framework, but also in the daily work of all bodies of state power on the practical implementation and strict enforcement of legislation,”Mykola Azarov noted. At the same time he added that all members of the Government are personally responsible for the organization of such work, firstly Minister of Economic Development and Trade Igor Prasolov, head of the State Service for Regulatory Policy and Entrepreneurship Development Mychailo Brodsky and heads of regional administrations and other officials.
