NPO Saturn Sums Up MAKS-2013 Results
OREANDA-NEWS. A signature of Agreements on collaboration between the Russian Federation aerospace clusters and creation of a Eurasian partnership of the aviation and space clusters between the organizations listed below took place at the MAKS-2013 International aviation and space salon held at Zhukovsky:
• a Yaroslavl region innovation cluster “Gas turbine engineering and power machine building”;
• a Samara region innovation territorial aerospace cluster;
• a Zeleznogorsk-based ZATO innovation technology cluster;
• a consortium of the science-education-production cluster “Ulyanovsk-Avia”;
• and innovation territorial cluster of aviation and ship building of Khabarovsk region;
• a Skolkovo cluster of space technology and telecommunications;
• ASIS - (Aerospace Initiative Saxony);
• a Pole Pagase cluster (France).
Ilya Fedorov, NPO Saturn chief executive officer - coordinator of the Yaroslavl region’s innovation territorial cluster “Gas turbine engineering and power machine building” emphasizing the importance of the event noted: “At the MAKS-2013 NPO Saturn showcases not only its own products, it’s demonstrating its innovative development through, among others, its participation in the cluster policy. The collaboration in the frame of the territorial cluster and participation of NPO Saturn in the international Eurasian partnership is of paramount importance to us. It also holds true that we now represent a new Saturn, new people who will ultimately make new engines”.
According to Aleksey Kobenko, deputy head of the Samara government, minister of economic development, “the aerospace industry cannot exist without international work sharing. We are very pleased that many international projects are underway within our companies, the projects that will definitely facilitate the innovative development and implementation of our joint programs”.
In the frame of the present agreement resolutions on the development of interaction between the clusters in the filed of aerospace will be jointly elaborated and implemented in the following domains:
• creation of joint educational programs, deployment of the best practices used by the cluster companies;
• creation and implementation of trans-cluster projects in the field of scientific and technical collaboration;
• creation of a unique information domain allowing to search for partners and investors when creating new technological chains and setting up new enterprises; creation of a unique knowledge base, transfer of the best practices in the field of collaboration between the large companies within a cluster and the small-to-medium businesses;
• organization of economic missions, trainings and exchange of cluster representative delegations on a regular basis;
• preparation and joint implementation of development programs for the small-to-medium companies with the purpose of increasing the number of the innovation-driven small-to-medium businesses and strengthening the international cooperation between the small-to-medium business clusters;
• creation of a professional expert community for running the scientific and technical and economic independent assessments on request of state authorities, national holdings, potential investors and other interested organizations and private persons.
Sergey Borisov, vice-president of Sberbank: “Speaking of a cluster formation, we have to be aware that we need to create an integrated supplier network, a cluster infrastructure, industrial parks, financial instruments as well as develop purpose-oriented education in the field of aerospace. And, by far, we have to create the adequate conditions for those who are willing to join the cluster. Only then the industrial companies will be at their best to apply all their capabilities and progress”.
Artem Shadrin, head of innovative development department at the Ministry of economic development of the Russian Federation: “In the frame of an innovative development effort, the business, scientific organizations and universities are starting to come up with a shared vision on how to best create a high-performance system of upgrading our companies, efficient added value streams and allow integration into the international work sharing. The work within the cluster will enable us to create a continuous flow of profitable, reliable and future-oriented innovation projects which will allow us to move forward very quickly”.
NPO Saturn Research and Production Association (OJSC) is an engine-building company specialized in the design and development, production and after-market support of gas turbine engines for military and civil aviation, Navy boats and power-generating plants and gas-pumping units. NPO Saturn is part of United Engine Corporation.

OBORONPROM United Industrial Corporation (OJSC) is a multi-field machine-building group created in 2002. It is part of Rostec. The main fields of activity - helicopter building (the Russian Helicopters holding), engine building (the UEC holding) and other assets.
