FAS Initiated Case on Market of Informational and Navigation Services
OREANDA-NEWS. September 05, 2013. The Federal Antimonopoly Service (FAS Russia) initiated a case against the Inter-regional Area Office of the Federal Service for Transport Supervision in the North-Caucasus Federal District (Rostrnasnadzor) upon signs of violating the Federal Law “On Protection of Competition” (Part 3 Article 15 and Clause 4 Article 16).
Several economic entities involved in navigation transport services complained to FAS about actions of the Office of Rostrnasnadzor in the North-Caucasus Federal District.
According to the information obtained by the antimonopoly authority, the Office of Rostrnasnadzor in the North-Caucasus Federal District concluded an agreement with the “Regional Navigation-and-Information Centre of the Stavropol Region” OJSC (the Centre) which assigned the functions of testing whether subscribers’ telematic terminals comply with technical requirements and connecting them to the Centre’s servers.
Under the agreement the centre also has the right to receive monitoring information from all means of transport involved in commercial passenger transportation and carriage of dangerous goods in the Stavropol region and must forward the collected information to the Automated Control and Supervision Centre of the Office of Rostrnasnadzor in the North-Caucasus Federal District.
Apart from this, according to the data available to FAS, the Office of Rostrnasnadzor in the North-Caucasus Federal District avoided concluding similar agreements with other economic entities and jointly with the Centre prevented entry of other economic entities to the market of services for testing subscribers’ telematic terminals and transferring monitored information to the Automated Control and Supervision Centre of the Office of Rostrnasnadzor.
