Cooperation between FAS and Rosoboronzakaz Yields Results
OREANDA-NEWS. September 05, 2013. Upon the findings of joint inspections with the Federal Service for Defence Order (Rosoboronzakaz), the Federal Antimonopoly Service (FAS Russia) initiated cases against “Khimprom” OJSC (of Novocheboksarsk) and Kamenskvolokno” OJSC (of Kamesnk-Shakhtinsky) upon signs of abusing market dominance (violating Part 1 Article 10 the Federal Law “On Protection of Competition”).
The inspections were organized to enforce Article 14 of the Federal Law “On State Defence Order” (specifics of antimonopoly requirements in state defence order), and to execute the instructions issued by the Government of the Russian Federation due to a critical situation with execution of state defence order in 2013.
“Khimprom” OJSC and “Kamenskvolokno” OJSC work in cooperation and supply raw materials and materials used in production of special products for the needs of the Ministry of Defence, “Roskosmos” State Corporation and “Rosatom” State Corporation.
Well-coordinated teamwork of FAS and Rosoboronzakaz officers enabled to promptly identify signs of considerably overpricing the products supplied by the companies.
The cases will be investigated in a new format: FAS Commission will also comprise representatives of Rosoboronzakaz.
“We will continue cooperating with our colleagues from Rosoboronzakaz to investigate the facts of increased prices for the products, which are necessary to complete government defence order. Several joint inspections are already scheduled to take place before the end of 2013”, pointed out Stats-Secretary, Deputy Head of FAS Andrey Tsarikovskiy.
