According to the document, houses and high-rise buildings, schools, hospitals, shopping centers and sports complexes, hotels and restaurants will be subject to certification for energy efficiency. The exceptions are buildings included in the register of national or local monuments; temporary constructions built for a period of up to two years with area of no more than 50 square meters, etc.

The bill provides periodic inspection of heating and air conditioning systems and their certification. According to the document, it is planned to develop a methodology for determining energy efficiency of buildings, to establish an independent control system for certification of energy efficiency, authorization of specialists, etc.

It is planned that after the adoption of the document in the parliament, it will come into force on January 1, 2014, except for the provisions relating to ventilation, cooling and freshening of buildings, which will come into force on January 1, 2015. According to the Minister of Regional Development and Construction Marcel Raducan, similar requirements exist in EU countries and certification of energy efficiency of buildings will save energy costs. Initially, it will be mandatory for the new buildings.

Certification of energy efficiency will be paid by the building owners. The cost of certification will be determined by the relevant regulatory document.
