OREANDA-NEWS. August 29, 2013. A press conference of the head of the National Agency of Ukraine on Civil Service Vyacheslav Tolkovanov has been held.

In order to implement the new civil service legislation and taking into account the tasks identified in the National Action Plan (for 2012 and 2013) to implement the program of economic reforms for 2010-2014 "Prosperous Society, Competitive Economy, Effective State" the National Agency of Ukraine on Civil Service has developed the system of subordinate acts, which includes 7 regulations of the Cabinet of Ministers of Ukraine, 13 orders of the National Agency of Ukraine on Civil Service and so on.

Taking into account new challenges set by the President of Ukraine on February 1, 2012 № 45 "On the Strategy of personnel policy for 2012-2020," provided a radical renewal of the content of HR services through reorientation of personnel records management to strategic human resource management, introduction of competency approach under the new Law of Ukraine "On Civil Service". It was ensured the development of professional competence profiles for 97% of the civil service (except for posts in government who are under reorganization), organized training of 7452 managers and employees of state agencies services personnel.

In order to effectively modernize the civil service and its adaptation to EU standards have been developed and adopted the State Target Program of the Civil Service development until 2016 (Resolution of the Cabinet of Ministers of Ukraine of 13 May 2013 № 350), which is aimed at creating a highly skilled staff of the Civil Service by introducing new mechanisms, standards and procedures of human resource management in the civil service, strengthening institutional capacity in the civil service, and the introduction of modern information and communication technologies in the management of the civil service.

The National Agency of Ukraine on Civil Service as a national coordinator ensures implementation of measures to adapt Civil Service of Ukraine to EU standards and institutional development of public service considering the future Association Agreement between Ukraine and the European Union, namely ensured successful implementation in government projects of 24 TWINNING projects, other 37 projects are in various stages of preparation and implementation, 53 TAIEX events organized involving 780 civil servants, it was also developed four plans for institutional reform in the areas of migration, sanitary and phytosanitary measures, state aid, which were approved by the relevant regulations of the Government.

It was ensured modernization of vocational training of civil servants and local government officials on the basis of the Concept of reforming the system of state officials, local government officials and local councilors, approved by the Cabinet of Ministers of Ukraine dated on July 18, 2012 № 480-p.

For the first time since 2004 in cooperation with the Ministry of Education and Science of Ukraine it has been carried out a comprehensive work to upgrade the industry standard of higher education in the training of masters in "Civil Service", area of expertise "State Government".

It was ensured mandatory training on preventing and combating corruption 82625 civil servants and local government officials (including 55 680 people - from the state budget).

In order to staffing implementation of reforms, involving gifted youth on the civil service the National Agency of Ukraine on Civil Service established an effective system of selection of candidates for the presidential personnel reserve "New elite of the nation", launched by the Decree of the President of Ukraine on April 5, 2012 № 246.
