FAS Devised Rules for Postal Communications Infrastructure
OREANDA-NEWS. August 22, 2013. The Federal Antimonopoly Service (FAS России) has devised a draft Decree of the Government of the Russian Federation “On Approving the Rules for Non-Discriminatory Connection to the Postal Communications Infrastructure”.
The Rules determine the conditions and the procedure of non-discriminatory access to the public infrastructure of postal communications, including particular infrastructure facilities, and the services providing using particular facilities and rendered (implemented) by holders of natural monopolies regulated under the Federal Law “On Natural Monopolies”.
The Rules must facilitate creating the necessary conditions for developing effective fair competition on the markets of postal communications in the Russian Federation by providing non-discriminatory access to the network of this unique infrastructure for other postal communications operators.
The Rules will be forwarded for consideration and approval to the interested federal executive bodies after the procedure of evaluating its regulatory impact in accordance with No.1318 Decree of the Government of the Russian Federation of 17th December 2012.
“Everybody without exception is interested in available and efficient postal services. One of the ways to achieve quality is developing competition. The task of the authorities is to provide all conditions for the operators to successfully perform on the market. This is the goal of our Rules for non-discriminatory access to the public infrastructure of postal communications”, pointed out the Head of FAS Department for Control over Transport and Communications, Dmitry Routenberg.
