Businesses with Disabled People to Get Assistance in Ukraine
OREANDA-NEWS. August 15, 2013. On July 17, 2013 the Cabinet of Ministers has adopted a Resolution № 518 "On Amending Certain Regulations of the Cabinet of Ministers of Ukraine", which regulates the exemption procedure on taxation to businesses and organizations of NGOs of disabled people.
The powers of the Commission to determine the feasibility of state assistance to businesses and organizations of NGOs of disabled people (in the form of tax benefits, returnable and non-refundable financial aid, loans, grants, etc.) assigned to the Ministry of Social Policy, as well as regional Kyiv and Sevastopol City State Administrations, the Ministry of Social Policy of the Autonomous Republic of Crimea.
It should be noted that the regional authorities make decisions regarding exemptions for businesses of NGOs of disabled people that received for the previous fiscal year gross income in an amount less than the 8400 minimum wage (over UAH 9.6 million). As for businesses with gross income over this amount a decision will make the Ministry of Social Policy of Ukraine. The decision to grant such permits will be make by the relevant authorities within 30 working days from the day of reception of the documents.
NGOs of disabled people have to apply to the relevant bodies with the application and required documents to obtain permission for the use of tax-exempt.
The Resolution also clearly defined criteria to be met the company to get approval for benefits. In particular, the number of persons with disabilities has to be not less than 50% of the average number of full-time employees, payroll of disabilities has to be at least 25% of the total payroll.
Meanwhile, the Prime Minister of Ukraine Mykola Azarov charged the Ministry of Social Policy and regional Kyiv and Sevastopol City State Administrations, the Ministry of Social Policy of Crimea to speed up processing of applications at most.
