Government of Ukraine Aims to Reduce Cost of Housing Services
OREANDA-NEWS. August 09, 2013. Half of the service cost is the cost of energy spent on its production so the Ministry of Regional Development, Construction, Housing and Communal Services takes steps to reduce energy costs, makes technical re-equipment of boiler, installs energy efficient equipment. Boilers are changed over alternative and cheaper fuels in many regions of Ukraine. This was stated by Minister of Regional Development, Construction, Housing and Communal Services of Ukraine Gennadiy Temnyk.
He informed that the Ministry of Regional Development, Construction, Housing and Communal Services of Ukraine drafted a bill of regulation of Cabinet of Ministers of Ukraine "On approval of the Program of modernization of heating supply of Ukraine." The adoption and implementation of this program will minimize the cost of energy resources; in particular it will ensure decreasing by 49.6% of the baseline natural gas consumption by saving (25.4%) and replacement with alternative fuels (24.2%).
As for setting tariffs, the Minister explained that only the National Commission for State regulation of public utilities and local governments have the right to revise tariffs in Ukraine.
The National Commission for the State Regulation of utilities has not revised tariffs for water and heat supply for the last three years.
There are cases in region where local authorities have made revision of tariffs.
Gennady Temnyk said that on behalf of the Government working groups start their work in the regions, which, inter alia, include representatives of the AMC, State Inspection for Price Control, which carry out checks of prescribed utility tariffs on their relevance to economically feasible level.
