OREANDA-NEWS. August 08, 2013. The Office of the Federal Antimonopoly Service in the Komi Republic (Komi OFAS Russia) established that Vorkuta City Authority leased to “Vorkuta heating Networks” Ltd. a group of buildings (the total area - 17,500 sq.m.) without competitive bidding.

The Commission of Komi OFAS Russia revealed that granting municipal preference to the company did not comply with the objectives specified in Article 19 of the Federal Law “On Protection of Competition” – supporting life-sustaining activities of the population in the Far North, developing education and science, supporting small and medium business because the leased property can be used for leasing offices, stores, etc.

Komi OFAS Russia found that Vorkuta City Authority violated Articles 15, 17, 19 and 20 of the Federal Law “On Protection of Competition” and issued a determination to return the property.

“Granting such preferences is contrary to the Federal Law “On Protection of Competition” and was not agreed upon with the antimonopoly body”, explained Acting Head of Komi OFAS Russia, Tatiana Mikhailova.
