SGCC 4th Session of the 2nd Workers Congress Held
OREANDA-NEWS. August 08, 2013. The 4th Session of SGCC 2nd Workers Congress /2013 Mid-year Work Conference was held on the morning in Beijing. The primary task of the meeting was to implement the deployment of the central government, carry out the Party's mass line practice and deepen the “Two Transformations” to complete the annual task and serve the economic and social development better.
The meeting aimed to deliberate the comprehensive construction of the “3I5G” system and employee reward and punishment regulations, implement the Party's mass line requirement and listen to the representatives’ suggestions.
SGCC Chairman Liu Zhenya attended the meeting and delivered a work report. All party members presented at the meeting.
This year, faced with complex external environment, SGCC has made great efforts to ensure safe and reliable power supply and accelerate the grid construction. All aspects have made new achievements: the 3I5G system was successfully completed; operation and management results were remarkable; internationalization achieved new breakthroughs and team building was enhanced.
Liu Zhenya summed up the work in the first half of 2013, analyzed the situation and tasks for the development of the company and the grid, and deployed the tasks on educational practice. He profoundly expounded the “Two Transformations” and proposed new requirements on the overall construction of team building and leaders’ work style. Liu arranged the focus for the second half year, providing a significant guide for the company's current and future work.
“Two Transformations” has vital and lasting importance for the company’s reform and development, and it is also the only way to build a modern company with “A Strong Grid, Excellent Assets, Services and Performance”. At the meeting, Liu profoundly expounded the “Two Transformations” and pointed out that it was an important practice of the Scientific Outlook on Development to promote energy and power development mode transformation and economic development transformation. The essence was to adjust the production relationship, liberate and develop productive forces; it aimed to create a world-class grid and a world-class enterprise and play an important role in the historical process of building a moderately prosperous society and achieving the great rejuvenation of the Chinese dream. Transforming the company-developing mode was to build the 3I5G system and promote internationalization to achieve a safer, more efficient and better development. Transforming the grid-developing mode was to build the Strong & Smart Grid, promote the coordinated development of grids at all levels and improve the capability of optimizing the resource allocation, security guarantee and clean development.
The 3I5G system has finished its pilot construction and system construction. Liu proposed that, from the second half of this year to the end of next year, there would be the overall construction that focused on system design, overall optimization and elevation. According to a more intensive, more flat and more professional requirement, the company would plan more, pay more attention to the requirements from the grass-roots, improve management efficiency, economic benefits and service level, and build up a responsible, smooth, scientific and efficient modern management system for the sustained and healthy development. The company should vigorously change ideas, optimize agencies and staff allocation, solve the overall synergy problem, strengthen the supportive capacity construction and fully implement the internationalization strategy.
Liu stressed that the key to accelerate the grid development transformation was to solve the “Two Weaknesses”. UHV development was a priority. The company should ensure UHV projects into the national special plan, accelerate the synchronous network construction of North, East and Central China, in order to well prepare for and finish UHV projects with quality and efficiency. Distribution network development was the most pressing matter of the moment. SGCC should adhere to the unified plan and standard, improve the input-output efficiency and focus on solving the outstanding problems.
Liu further pointed out that speeding up the “Two Transformations” relied on the high-quality team, especially the cadres at all levels. The fundamental problem of team building was to hold on to the faith. We must firmly follow the main line of ideological and moral construction, educate and guide the cadres and employees to properly treat right and wrong, public and private, real and imaginary, frugality and extravagance, strict and tolerant, enhance the initiative of self-purification, self-improvement, self-innovation and self-elevation, and comprehensively promote political qualities, ability and work style.
The key work of the second half year was deployed in the meeting: carrying out the Party's mass line educational practice, comprehensively building the 3I5G system, ensuring grid security and quality service, accelerating the construction of the Strong & Smart Grid, strengthening the corporate governance by law and management, promoting the electricity reform, accelerating the international business and industrial, financial innovation and development, strengthening S&T innovation and team building, and enhancing corporate culture construction and democratic governance.
The second batch of units that fit the standards of 3I5G system was announced and awarded at the meeting.
SGCC Supervisory Committee leaders from the State Council attended the meeting. The other participants included academicians within the corporate system and representatives from the related departments, units, associations, societies and Chinese companies and offices in foreign countries.
In the afternoon, employee representatives discussed the work report and the related content and provided suggestions to the company party committee, senior management and the headquarters on team building and work style construction according to the requirement of the Party’s mass line educational practice.
