OREANDA-NEWS. August 05, 2013. China Development Bank (CDB) held a mobilization meeting on the party's mass line education and practice activities. Hu Huaibang, secretary of the party committee and chairman of the board at CDB, delivered a mobilization speech to make arrangements on the mass line education and practice activities at CDB.

Ma Zhigeng, head of the No.33 Central Supervising Team, conveyed the central spirit and put forward specific requirements for the activities at CDB. Zheng Zhijie, deputy secretary of the party committee and president of CDB, presided over the meeting.

Hu Huaibang pointed out: To carry out mass line education and practice activities in the entire party is a major decision for adhering to exercising self-discipline and being strict with its members under new circumstances, a major arrangement that is in line with people's expectations and strengthens the building of a new learning-type, service-type, and innovation-type Marxist governing party, and a major measure to push forward the great cause of socialism with Chinese characteristics. It holds major and profound significance for preserving the party's advanced nature and purity, consolidating the party's governing foundation and status, and completing the building of a well-off society in an all-round way. All party members and cadres at CDB must regard the activities as a major political task, profoundly understand the major significance of the activities, accurately grasp the guiding ideology, objectives and requirements, and perform their duty well with high standards and strict requirements.

Hu Huaibang emphasized: The next 10 years will be the critical 10 years in which China's economic and social system will undergone major changes as well as the 10 years of major economic restructuring in China. In this historical process, CDB will face a brand new environment, a brand new situation, brand new tasks, and brand new requirements. At this critical juncture, to successfully carry out the party's mass line education and practice activities will have important present significance and far-reaching historical significance for CDB's further unifying the thinking of all staff members, consolidating and upgrading our core competitiveness, dedicating ourselves to serving the national strategy with development financing, and speeding up the building of a world-class development financial institution with an excellent structure, sound operational mechanism, and good financial conditions.

Hu Huaibang demanded: CDB must profoundly understand the central spirit and, from the perspective of pushing forward the cause of development financing, push forward the launch of the education and practice activities. We must, in conjunction with our actual situation, check and rectify issues, strictly complete required procedures, highlight the practical features, take selective targeted steps, conscientiously oppose formalism, bureaucracy, hedonism, and extravagant style, and lay a solid foundation for pushing forward the cause of development financing to a new phase.

First, we must carry out various forms of activities focusing on people's livelihood, use financing to promote the development in education, employment, health care, social security, housing, and other people's livelihood areas, and solve issues of the most direct and practical interests that the people are most concerned about. Second, we must carry out education activities on leading cadres' "mass consciousness, mass viewpoint, and mass line". They can establish a long-term mechanism of direct contact and equal dialogue with staff via reception days, open office, home service and other activities. Third, we must carry out activities of the Head Office solving the problems of passive working, buck-passing, and dilatory action, and thoroughly tackling the difficulties customers encounter in finding the right department, unpleasant service, and unfruitful representations. Fourth, we must carry out "four service" mass line activities, firmly establish the service notion of "leaders serving employees, party members serving the masses, the head office serving the branches, and the entire bank serving its customers", and effectively solve practical problems. Fifth, we must carry out activities in which we team up with our customers in the forms of learning together, field practices, two-way research, and one-to-one service and tailor our financial products to our customers.

Hu Huaibang emphasized the need to do a good job in organizing and implementing the activities with a high sense of political responsibility, a good mental state, and a solid work style, carry out the central leadership's instructions on CDB's activities "creating experience and serving as an example", be of one mind in promoting CDB's reform and development, and make greater contributions to fulfilling the goals and tasks set out by the 18th Party Congress.

In his speech, Ma Zhigeng, head of the Central Supervising Team, fully affirmed CDB's earlier preparatory work. He asked that party organizations at all levels and party members and cadres at CDB bring their thinking in line with central arrangements, profoundly understand the major significance of the education and practice activities, and actively devote themselves to the education and practice activities with full political enthusiasm and a good mental state. First, we must study and understand the central spirit, profoundly understand the overall nature, strategic significance, practical necessity and urgency of the activities.

Second, we must maintain a good mental state. Party members and cadres, and especially leading cadres at all levels should earnestly strengthen ideological consciousness and awareness of their conduct, and earn the trust of staff members and the masses with the actual success in rectifying work style. Third, we must adopt pragmatic and effective measures to ensure that the education and practice activities are carried out solidly with substance and not just the form, and make efforts to achieve practical, systematic, and theoretical results. Fourth, we must adhere to two-pronged efforts and two promotions, closely integrate the education and practice activities with the current work, deepen the activities amid pushing forward our main work, use the activities to solve work difficulties, and assess the effectiveness of the activities with the effectiveness of reform and development.
