OREANDA-NEWS. August 01, 2013. The Federal Antimonopoly Service (FAS Russia) investigated a case against Tambov Regional Authority, initiated upon signs of violating Part 1 Article 15 of the Federal Law “On Protection of Competition” and Article 15 of the Federal Law “On Protection of Competition”.

Tambov Regional Authority passed a decree, which from July 2012 prohibited retail sale of alcohol products from 11 p.m. to 9 a.m. in public eating outlets classified as “snack bars” and in public eating outlets in residential buildings.

Under the Law, restrictions of retail sale of alcohol products are not applicable to retail sale in public eating outlets.

In the course of the investigation, Tambov Regional Authority admitted the violation and reported withdrawing the Decree.

“Today sale of alcohol products in snack bars located in residential buildings is not contrary to the law but it often attracts considerable public attention. The problem is that here snack bars are not always a civilized form of public eating. The Federal Antimonopoly Service will discuss prospective solutions for the problem with Rosalcoholregulirovanie [the Federal Service for Alcohol Market Regulation]”, pointed out the Head of FAS Department for Control over the Authorities, Vladimir Mishelovin.
