OREANDA-NEWS. August 01, 2013. Altai Territorial Office of the Federal Antimonopoly Service (Altai OFAS Russia) imposed an administrative fined upon “Rubtsovsk Resource” Ltd., “MegaStroi” Ltd. and “Rubtsovsk DSU-6” State Unitary Enterprise for bid-rigging at auctions (a violation of Article 11 of the Federal Law “On Protection of Competition”). The fine is over 1.8 million Rubles.

The Commission of Altai OFAS Russia established that as a result of the oral arrangements, “MegaStroi” Ltd. and “Rubtsovsk DSU-6” State Unitary Enterprise practically had refused to compete in two auctions for road repair works and each company had concluded contracts at the prices maximum close to the initial ones.

At the auction with the announced contact value at 6.214 million Rubles “MegaStroi” Ltd. was seleced to bid, but at a designated time refused to file price bids and did not come to the auction, which enabled “Rubtsovsk DSU-6” State Unitary Enterprise to obtain the right to repair road at the contract price only 0.5% lower than the initial one.

Based on the outcome of the second auction “MegaStroi” Ltd. was pronounced the winner with the contract price 52.267 million Rubles, which was maximum close to the initial one (52.795 Rubles). “Rubtsovsk DSU-6” refused to file price bids. As a result, upon obtaining the contracts for the road works, “MegaStroi” Ltd. engaged “Rubtsovsk Resource” to execute its contractual obligations.

“We held all three companies administrative liable for violating the antimonopoly law and imposed the fine over 1.8 million Rubles”, commented Acting Head of Altai OFAS Russia, Lyudmila Smirnova.
