OREANDA-NEWS. RusRating, a credit rating agency accredited with the Ministry of Finance of the Russian Federation, has appointed Andrei Juravliov to be its Managing Director. The appointment starts on August 1. As Managing Director, Andrei Juravliov will take the lead in transforming RusRating from a small agency into a large and influential organisation serving Russia’s financial infrastructure.

A new leadership was obvious for RusRating as soon as Richard Hainsworth moved to Hong Kong in order to create the new Russian-Chinese-American rating agency UCRG. Mr Hainsworth will remain President of RusRating, but all day-to-day operations will be handed over to the new leadership.

“Andrei is the ideal candidate to lead RusRating,- said President and founder of RusRating, Richard Hainsworth. - He is fundamentally a strategist, a generalist, but someone with extensive experience in Russian financial institutions. We have established an agency that has a good reputation for its analytical research, for telling the truth even when it is not good news, and for standing by clients when they have been attacked.”

“The credit rating business in Russia is at a cross-roads, - says Andrei Juravliov. - The recent global crisis demonstrated very clearly that credit ratings are essential to a modern financial system. Such a crucial function cannot be left to a small number of agencies based outside Russia. It is absurd for our Russian authorities to require credit ratings purely for Russian (not international) business and yet to only accept for this purpose credit ratings assigned by agencies based outside Russia. RusRating is a strong Russian company with an excellent reputation.”

Andrei Juravliov graduated from the Moscow State Institute of International Relations in 1984 and worked at the Ministry of Foreign Affairs. In 1995 he moved to the banking sector. From 2000-2011 he worked at the Bank of Moscow where he first headed the Foreign Desk at the Financial Institutions Division, and from 2004 on was in charge of the strategy unit of the bank. Of late, before joining RusRating Andrei practiced as a private strategic management consultant as well as being involved in teaching and academic activity.

He is a member of the Coordinating committee of the Association of Russian Banks for quality standards in banking (working group on strategic management standards), and a member of the Working group on alternative financial institutions and products, attached to the Association of Regional Banks of Russia.

Mr. Juravliov holds a doctorate degree in economics. He has authored two monographs and over 50 articles on financial and economic issues published in Russian and foreign popular and specialist periodicals.
