PARK Acknowledged as Largest Investment into Region Economics
OREANDA-NEWS. July 31, 2013. “Titan” had a visiting session of Economic Policy and Investments Committee of Omsk region Legislative Assembly.
A subject of the discussion was implementing of several ways of public private partnership in the region.
Legislative Assembly deputies, government authorities’ representatives and GC “Titan” top managers took part in the meeting.
A purpose of the meeting was to discuss prospects and mechanisms of public private partnership development in Omsk region, and to discuss opportunities of legislative basis development in the area of investment projects realization.
The event had started with sightseeing tour through new enterprise of “PARK” project petrochemical cluster – Omsk polypropylene plant. Project head manager, CJSC “GC “Titan”’s Chairman of the board Mikhail Sutyaginsky have told the guests about plant’s core subdivisions and technological process of polypropylene producing.
““PARK” investments project is one of prospective directions of regional economic development. By example of GC “Titan” we can state that companies in Omsk region can successfully develop in case of legislators, executive authorities and business having the same purposes: production startups, new workplaces creation, and territory development”, – Vladimir Varnavsky, Omsk region Legislative Assembly speaker noted.
As part of the meeting, Mikhail Sutyaginsky made a report on “PARK: Industrial-Agricultural Regional Clusters” project realization in Omsk region.
”Omsk region is a pioneer in a variety of economic development directions, and Omsk region today has an opportunity to become a flagship in advanced raw materials processing. Moreover, I suggest Omsk region Parliament considering an opportunity of investment legislation development in terms of supporting projects aimed at region ecology improvement” , – he emphasized.
In the end of his report, “PARK” project head manager suggested that members of parliament support an initiative of creating such instruments of cluster economics development as regional Cluster Development Centre and Eurasian Cluster Association to regulate relations within the Customs Union.
The second speaker was Omsk region deputy economy minister Oksana Ivakhnenko who made a report on the progress of the “About public private partnership in Omsk region” law implementation.
The meeting participants also discussed the issues of creating an industrial polymer park, of organizing a propane/butane mix manufacturing in petrochemical GC “Titan” production, of attracting small and medium enterprises to investment projects realization.
Dmitry Shishkin, the Chairman of Economic Policy and Investments Committee of Omsk region Legislative Assembly, claimed: “The “PARK” project is currently unique – it’s the biggest investment in the region economics for the post-Soviet period. It’s an experimental site which gave a positive result. Now we need to study and replicate this experience.”
The next interaction stage between the regional parliamentarians and GC “Titan” representatives will be an autumn session discussion about specific proposals for cooperation.
