Arbitration Court: Kingisepp Authority Unlawfully Granted Subsidies
OREANDA-NEWS. July 26, 2013. The Arbitration Court of St Petersburg and the Leningrad Region dismissed the claim of Kingisepp Town Authority to abolish a decision of Leningrad OFAS Russia.
Earlier the antimonopoly body established that Kingisepp Town Authority and “Kengiseppvodosnab” Municipal Unitary Enterprise concluded two contracts for granting subsidies for the overall sum exceeding 7.5 million Rubles without competitive bidding required under the Law on procurement.
Subsidies were granted for drafting design documentation to reconstruct cleaning units of water treatment facilities and for engineering surveys on reconstructing water treatment facilities.
Kingisepp Town Authority disagreed with the decision of Leningrad OFAS Russia, and approached the Arbitration Court of St Petersburg and the Leningrad Region. The Court pronounced legitimacy of the decision made by Leningrad OFAS Russia.
"It is good that Kingisepp Town Authority strives to maintain municipal servicesat best –but it must be done in compliance with the antimonopoly law”, emphasized the Head of Leningrad OFAS Russia, Vadim Vladimirov.
