The oil forum was attended by Rustam Minnikhanov, President of the Republic of Tatarstan, Farid Mukhametshin Chairman of еру RT State Council, heads of ministries and departments of the Republic of Tatarstan, senior officials and professionals of JSC TATNEFT, headed by Shafagat Takhautdinov, General Director of JSC TATNEFT, Igor Katzal, Vice President - Department Director of Transportation, Registration and Oil Quality of "AK" Transneft", management representatives of petrochemical, refining and independent oil producing companies of the Republic, regional offices of federal agencies, members of the Federation Council of the Federal Assembly of the Russian Federation, the State Duma Deputies of the Federal Assembly of the Russian Federation, heads of cities and districts of the oil region of Tatarstan, officials of the Presidential and Governmental Office of the Republic of Tatarstan.

Prior to the event, the participants had visited the exhibition of cutting-edge technology presented by JSC TATNEFT, OJSC "RITEK", SC "Argosy Technologies", Kazan (Privolzhsky) Federal University together with "TNG-Group".

The extensive exhibition display of TATNEFT covered the technical and economic performance of the Company, implementation results of the resource and energy conservation program, the program for extra-viscous oil production development at Ashalchinskoye field, new engineering developments in construction of wells with application of TAM water swellable packers, dual well completion technologies, methods of enhanced oil recovery, as well as utilization of associated petroleum gas for electricity generation and others.

The displayed exhibits presented by the Company clearly demonstrated core samples, extra-viscous oil, products of "TANECO", equipment releasing of stuck drilling tools, vapor recovery unit, corrosion-resistant high integrity pipes, etc.

Fanis Valeyev, General Director of "Neftekonsortsium" delivered a report to the meeting on the activity results of small oil companies in the Republic of Tatarstan in the first half of 2013.

Nail Ibragimov, First Deputy General Director of JSC TATNEFT on production - Chief Engineer presented to the audience the results of JSC TATNEFT operation during the same period of time. The Company successfully executed the production program and completed activities for the introduction of advanced equipment and technologies in the first half of 2013. JSC TATNEFT retains its leading position in the Republic for the value-added production accounting for 31 percent share in the production volume of the Republic.

The oil and gas production boards produced 12 million 932 thousand tons of crude oil in the 1st half of this year, while the TATNEFT Group production volume amounted to 13 million 91 thousand tons. 238 thousand meters of rock were penetrated. There were 127 new production wells commissioned with an average rate of 8.9 tons per day. 57,000 tons of extra-viscous oil (EVO) were produced since the beginning of the year at Ashalchinskoye field accounting for almost 2-fold increase versus the amount produced during the same period last year. The ultimate production since the beginning of the pilot area development has come to about 240 thousand tons of oil. The total daily production of all the wells has now reached 420 tons of oil per day.

The works on improving the infrastructure of the oil producing area are in the process with the aim of further increasing the EVO production. Construction of the water line and gas pipeline is at the stage of completion. The activities are carried out to increase the total boilers capacity from 50 to150 t/h and increase the throughput capacity of the extra-viscous oil treatment facility.
Nail Ibragimov also pointed out in his speech that the Company's professionals used to pay a great deal of attention to the creation and testing of up-to-date technologies in drilling, which allow starting active development of hard-to-recover and residual oil reserves. The priority is drilling of horizontals and multilateral downhole splitters. There was a special geological support group established in TATNEFT to assist in the process of drilling wells with horizontal wellbore ending. Horizontal well drilling is organized with application of geonavigational support that ensures control and compliance with the designed well trajectory, as well as obtaining reliable real time information about the formations and horizons penetrated.

The Tatarstan summit has once again become an effective platform for the exchange of experience in implementing high-performance technologies, discussing current issues and future prospects of crude oil production development in the Republic. The participants familiarized themselves with the perspective cooperation areas of the All-Russian Research Institute of Oil Geology with small oil companies of Tatarstan and discussed topical issues of application of high-tech crude oil production methods by the oil companies of the Republic.
