Deputy Head of FAS, Governor of Khabarovsk Region Met
OREANDA-NEWS. July 22, 2013. Stats-Secretary, Deputy Head of the Federal Antimonopoly Service (FAS Russia) Andrey Tsarikovskiy had a meeting with the Acting Governor of the Khabarovsk Region, Vyacheslav Shport.
The parties discussed the issues of mutual cooperation, development of competitive environment, and establishing public defence procurement system.
Andrey Tsarikovskiy informed that the number of violations on public procurement in the Khabarovsk region is insignificant and professional skills of the officers of the regional authority responsible for public procurement are improving.
Stats-Secretary, Deputy Head of FAS also pointed out that No.94-FZ Federal Law “On Procurement…” is being replaced with the Law “On the Federal Contract System”. However, for the new law that prescribes various stages of public procurement from planning to contract execution to come in full force and effect, several dozens sub-statutory enactments must be adopted by the end of the year.
Andrey Tsarikovskiy also reported that according to FAS statistics more than 50% of antimonopoly violations are committed by the authorities at different levels. However, the situation in the Khabarovsk region is better than in other Russian provinces. “To a considerable extent it is achieved due to the Cooperation Agreement concluded between FAS and Khabarovsk Regional Authority two years ago”, thinks Andrey Tsarikovskiy.
The parties also discussed the issues related to public defence procurement. Andrey Tsarikovskiy emphasized that in the near future FAS and Rosoboronzakaz [Federal Defence Procurement Service] will form a joint Commission which will be exposing violations in defence procurement.
