FAS: Prohibiting PET-Packaging Can Have Adverse Impact
OREANDA-NEWS. July 19, 2013. The Working Group of the Expert Council at the Federal Antimonopoly Service (FAS Russia) on Developing Competition on the Market of Production and Circulation of Ethanol, Alcoholic and Alcohol-Containing Products had a meeting.
The agenda of the Working Group included proposals of the draft law to prohibit sales of alcohol products in PET-packaging (more than 500 ml.)
Participants arrived to a conclusion that the prohibition can have an adverse impact upon competitive environment on the markets of production and circulation of alcohol products, PET-packaging, as well as on the market of adjacent industries.
Experts emphasized that it is important to undertake measures to cut down the level of consumption of alcohol products but it must be achieved by changing consumption structure rather than prohibiting a particular type of packaging.
The Working Group of the Expert Council shall forwarded the session materials to the Government of the Russian Federation, and write a letter to the Ministry of Economic Development describing a proposal to evaluate a regulatory impact of the draft law upon the entrepreneurial environment.
